Bihar Police Modernize Evidence Storage with New Digital System

The Bihar Police in Buxar district are revolutionizing how they manage evidence with the introduction of 'e-Malkhana,' a new digital filing system. This initiative, spearheaded by Buxar Superintendent of Police (SP) Shubham Arya, aims to bring order to the often-chaotic evidence rooms, known as malkhanas.

What is e-Malkhana?

e-Malkhana is a software-based system designed to systematically record and track all evidence, from firearms and narcotics to vehicles. Launched in July, the system ensures that evidence is never lost or delayed due to poor storage or record-keeping.

  • Buxar is the first district in Bihar to implement this system.
  • The software was developed in-house by the police, without external vendors.
  • It aims to improve the efficiency and transparency of the criminal justice system.

The Problem with Traditional Malkhanas

Traditionally, malkhanas were often disorganized and difficult to manage, leading to lost or misplaced evidence. This could result in:

  • Prolonged court trials
  • Complicated disposals of seized items
  • Potential acquittals due to missing evidence

SP Arya emphasized that evidence is the backbone of the criminal justice system, and its loss or delay can severely impact justice.

How e-Malkhana Works

The new system involves photographing, barcoding, and entering all evidence into the digital database. Small items are stored in numbered plastic boxes, while larger items like vehicles are reorganized and cataloged.

Key features of e-Malkhana include:

  • Faster Tracking: Evidence can be located with a few clicks, showing its exact location and custody details.
  • Improved Efficiency: Reduces the manual labor involved in searching for evidence before court hearings.
  • Streamlined Disposals: Facilitates the swift auctioning of vehicles after cases are closed.

Future Updates

The police department is planning a major system update that will require mandatory thumb impressions whenever evidence is deposited, withdrawn, or moved. This will create a tamper-proof audit trail, further enhancing the system's security and accountability.

Impact and Inspiration

Digitization of malkhanas was one of Aryaโ€™s earliest projects. He drew inspiration from similar efforts by the Delhi Police. The project was initially rolled out in six police stations, with plans to expand it to all 24 police stations in Buxar.
