Goa Electoral Roll Undergoes Special Revision

Goa's Chief Electoral Officer (CEO) announced the progress of the Special Intensive Revision (SIR) of electoral rolls, revealing significant findings. The SIR aims to update and refine the voter list in the state.

Key Findings of the Electoral Roll Revision

According to the CEO, 96.5% of the enumeration forms have been collected and digitized, representing over 11.45 lakh forms. However, the revision process has identified discrepancies:

  • Approximately 90,000 voters are flagged as "absent, shifted, dead, or duplicate."
  • These 90,000 voters will not be included in the draft electoral roll to be published on December 9th.

The enumeration process involved booth-level officers (BLOs) visiting homes to verify voter information.

Next Steps and Important Dates

The CEO outlined the next steps in the electoral roll revision process:

  • A list of the 90,000 flagged voters will be published online and on public notice boards.
  • From December 9th to February 7th, 2026, individuals can submit claims and objections regarding incorrectly marked entries.
  • Around 40,000 enumeration forms are still outstanding. Electors are urged to submit these forms before December 4th.

Unmapped Voters and Portuguese Citizenship

The CEO also addressed the issue of voters who could not be mapped and the inclusion of voters with Portuguese citizenship:

  • Approximately 2.2 lakh voters could not be mapped to the 2002 SIR. Their names will be published in the draft electoral rolls on December 9th. They can submit documentation to verify their inclusion in the final roll.
  • Regarding Portuguese citizenship, the CEO clarified that individuals who have acquired a Portuguese passport are no longer eligible to be on the Indian voter list. This is based on self-declaration.

Incorrect declarations can lead to prosecution under relevant provisions.

No Major Complaints

The CEO stated that there have been no major complaints regarding the SIR process, with only a minor issue involving a BLO that has been resolved.
